Or maybe she's a candy striper. I have no idea. In any case, there's some sort of document on the wall with the Russian Double Eagle, symbol of the Czars.

Not necessary. The double-headed eagle was used by several other crowned houses too, among them the k.u.k. Haus Österreich. I can not make the picture large enough to decide whether it is Cyrillic or Latin written text.
